Nestled in the rural ambience; Govt. Pataleshwar College Masturi (GPC) is a co-educational institution offering undergraduate and post graduate studies in different streams of Art, Science, Commerce and Computers. Masturi is a sub-district headquarter situated at the distance of 18 kms from its district headquarter Bilaspur in Chhattisgarh state. This Institute is oldest in the region and adorned as renowned centre of education with foundation stone led down by the former Education Minister of MP Government Late Shri Bansilal Ghritlahre in the year 1988. Starting with only 07 students, the institute was initially functioning as an Arts College; sharing building with Govt. Boys Higher Secondary School in Masturi where classes were being held during the morning hours.  This continued to execute until October 2000.  CG state dissevered from MP on 01 November 2000. Accelerating the development, contemporaneous Govt. sanctioned fifteen acres land for the construction of new building for College on Masturi-Kosamdih village route (connected with the feeder road from NH 10). The demography of the region mainly consists of the marginalised class of SC and OBC.

Since its inception in 1988, the institution was affiliated to Guru Ghasidas University Bilaspur, (GGU till 2012). Subsequently, GGU was esteemed as Central University under Central University Act of 2009, and new State University (Bilaspur University, BU) came into existence within three years. Consequently, GPC masturi came under the Jurisdiction of nascent State University. Afterwards, BU was denominated as Atal Bihari Vajpayee Vishwavidyalaya (ABVV). University Grant Commission (UGC) has entrusted the GPC Masturi with section 2F and 12 B on 18 Feb 1998 and 22nd June 1998 respectively.

During 2006-07, former regional MLA and BJP Minister of CG state Dr. Shri Krishna Kumar Bandhi got sanctioned 76.59 lacks for construction of an imposing edifice for the Institution. The building was completed by PWD and inaugurated by honourable former Chief Minister of CG State Dr. Shri Raman Singh on 13 June 2008. After a year, Seminar Hall was raised with Janbhagidari fund and Library building was erected by UGC grant money. With flying time, College made steady progress. Another feather in the cap was added in Session 2008-09, when the undergraduate program in Science and Commerce along with post graduation program in Political Sc., Sociology and Geography were added by the Government aids.

As greatly sought by the students, post graduation program in Hindi Literature was initiated along with Economics in 2013 with self-finance fund scheme of College.
